14. Are there standard practice guidelines for urgent care or walk-in centers?  If so, where can I find them?

As far as I know, no one has published standard practice guidelines for urgent care. The Urgent Care Association of America (UCAOA) has a set of standards for accrediting urgent care centers. You can contact UCAOA through their website www.ucaoa.org.
